Mike Singh is a globally respected ICT executive, thought leader and an investor in the Indus‐Americas Subsea Cable System (BRICS Cable) which is expected to solve the bandwidth constraints faced by the emerging markets of the Southern Hemisphere via the linkage of Asia, the Middle East, Africa & the Americas. In addition, his firm provides wide‐ranging consultancy services to a growing number of global powerhouses on both the operator and vendor sides of the convergent communication sector with a specialized focus on subsea, terrestrial broadband and wireless infrastructure , data centers, managed network services, wireless communications, content delivery, business & knowledge process outsourcing, unified communications, mobile health, M2M, IoT, Artificial Intelligence and Cyber Security solutions in an increasingly ubiquitous world.
Formerly, Mr. Singh’s career has been hallmarked with several leadership positions with AT&T, Tata Communications, Level 3 Communications & Verizon Communications which gave him direct responsibility for managing their strategic business relationships with the multinational conglomerates and carriers (PTTs) across key emerging markets on three continents. Likewise, his private consulting work has included stints of service with Vodafone Group, Airtel, MTN, AWCC (Afghanistan) and other global carriers in developing their global growth strategy geared towards Latin America, Africa, Middle East & Asia.
Mr. Singh has supported the leadership team involved in the design and implementation of the Abu Dhabi Vision 2030 with core responsibility for the ICT readiness (AI, IoT, Block Chain, Hyper Converged Infra) working directly for the Abu Dhabi based MUBADALA and its MASDAR City Project as well as the Abu Dhabi Investment Authority. In both instances, as part on the lead team with oversight in recent investments in the $100 Billion Softbank Fund, Apple, Google, Jio Networks, Facebook, Samsung, Tesla and Amazon.
Dr Paula Gomes Moreira
Dr Paula Gomes was listed on E-International Relations and introduced profile supported that she holds a PhD in International Relations from the University of Brasilia (UnB), with a thesis on international election monitoring. She served as an international observer of elections in countries such as Haiti and Paraguay. She is currently a researcher at the Institute for Applied Economic Research (IPEA)
Dr. Indira Rampersad
Dr. Indira Rampersad holds a Ph.D. in Political Science, a Master of Philosophy in Latin American Literature, a Master of Philosophy in International Relations, a Bachelor of Arts in Language in Literature, a postgraduate Diploma in International Relations and a Certificate in Translation from Spanish to English. She also has also obtained an LEC from the Hugh Wooding Law School, Trinidad and Tobago, an LPC and an LLM from Staffordshire University, UK and an LLB from the University of London.
Dr. Rampersad has been awarded two Fulbright scholarships for study in the United States, one at the Southern Illinois University, Carbondale, Illinois, to examine the American Political System, the other to undertake her Ph.D. in Political Science at the University of Florida, Gainesville, where she majored in International Relations and minored in Public Policy. Her doctoral dissertation focused on American foreign policy to Cuba on which she has published and presented at many international academic and non-academic forums. Her research interests now extend to Latin American and Caribbean Politics and International Relations, American Foreign Policy, crime and violence in the Caribbean, the Caribbean Court of Justice, International Law and Caribbean Constitutional Law.
Dr. Rampersad served as a Commissioner of the Equal Opportunity Commission of Trinidad and Tobago. She is also a qualified Attorney-at-law and a regular media commentator on national, regional and international issues. She is now Head of the Department of Political Science at The University of the West Indies (UWI), St. Augustine, Trinidad and Tobago where she has been a Lecturer in Political Science/International Relations since 2007.

Veena Sikri’s career and experience straddle the worlds of academia and diplomacy. She has served for 37 years (1971-2008) as a career diplomat with the Indian Foreign Service, including as High Commissioner to
Bangladesh (2003-06) and to Malaysia (2000-03), as Consul General in Hong Kong (1996-2000), and Director General of the Indian Council for Cultural Relations (ICCR), New Delhi (1989-92). She has held challenging and prestigious assignments at the Indian Embassies in Moscow, Kathmandu, Paris, and at the Permanent Mission of India to the UN in New York (1977- 81), where she represented India in the UN Security Council, ECOSOC, and at Summit meetings of the Non-Aligned Movement (NAM).
After retiring from the Indian Foreign Service, Veena Sikri joined academia as Professor, holding the Ford Foundation endowed Chair, Academy of International Studies, Jamia Millia Islamia University, New Delhi, from February 2009 to October 2013. She was concurrently Visiting Senior Research Fellow with the Institute of South East Asian Studies (ISEAS), Singapore (November 2008 to October 2011). Her work at ISEAS resulted in a book on Malaysia-India relations.
Veena Sikri is the Founding Trustee and Convener of the South Asia Women’s Network (SWAN). While at Jamia Millia Islamia, Veena Sikri conceptualized and created this organization, which was launched in March 2009. With its unique focus on gender empowerment as the key to sustainable economic growth, social development and environmental sustainability in South Asia, SWAN brings together women leaders from nine South Asian countries : Afghanistan, Bangladesh, Bhutan, India, Maldives,
Myanmar, Nepal, Pakistan and Sri Lanka. Two flagship projects that SWAN is currently working on are on “Women for Change : Building a Gendered Media in South Asia”, and “The Rural Tourism based Social Enterprise Project for Sustainable Development and Gender Empowerment in South Asia”.
Professor Veena Sikri is Vice Chairperson of the South Asia Foundation (India Chapter), a secular, non-profit and non-political organization, with eight autonomous chapters across South Asia.

Brig. Arun Sahgal (Retd) is Senior Research Fellow at Delhi Policy Group; An Executive Director for the Forum for Strategic Initiative, and Joint Director of Net Assessment, Technology, and Simulation at the Institute of National Security Studies in New Delhi and Founding Director of the Indian Net Assessment Directorate, created to assess long-term strategy. Following a distinguished 36-year career in the Indian Army, he served as Head of the Centre for Strategic Studies and Simulation, and Deputy Director of Research at the United Service Institution of India. He has also served as a Senior Fellow at the Institute for Defence Studies and Analyses.
Brigadier Sahgal was a member of the National Task Force on Net Assessment and Simulation, under India’s National Security Council and a consultant with DRDO, and continues to support Council through consultancy assignments. To add, He recently finished a monograph on Strategic Stability in South Asia for Sandia Laboratories, USA. He conducts simulation and strategic games at IDS, the Ministry of Defense, National Defense College, College of Defense Management, and other international clients. He is member of many Track 1.5 and 2 initiatives.
Head of the Center for Strategic Studies and Simulation, United Services Institute of India, and Senior Fellow at the Institute for Defense Studies and Analyses, New Delhi. His research comprises scenario planning workshops, geopolitical and strategic assessments related to Asian security, and issues concerning nuclear doctrine and strategic stability in South Asia.
Being an Author has written extensively on Indian relations with China and Central Asia, and conducted net-assessment studies on Pakistan, Myanmar, Sri Lanka, and the Asia-Pacific region. Also, His publications include co-authored books and net assessments for the IDS, Defence Research and Development Organization (DRDO), and the Indian National Security Council (NSC), among other clients.

Professor Yoichiro Sato holds a BA (Law) from Keio University, MA (International Studies) from University of South Carolina, and Ph.D (Political Science) from University of Hawaii, and is currently at Ritsumeikan Asia Pacific University. Previously, he has also taught at the U.S. Department of Defense’s Asia-Pacific Center for Security Studies and Auckland University (New Zealand) and has been a visiting professor at multiple institutions. His more than ten published books include The U.S.-Japan Security Alliance (co-edited with Takashi Inoguchi and G. John Ikenberry, Palgrave, 2011), Regional Institutions, Geopolitics and Economics in the Asia Pacific (co-edited with Steve Rothman and Utpal Vyas, Routledge, 2017), and Re-Rising Japan (co-edited with Hidekazu Sakai, Peter Lang, 2017). Lt. Gen. Syed Ata Hasnain (Retd.)
Lieutenant General Syed Ata Hasnain PVSM, UYSM, AVSM, SM, VSM & Bar is a retired General of the Indian Army. His last assignment in service was as the Military Secretary of the Indian Army. Prior to that, he commanded the Indian Army’s 15 Corps in the state of Jammu and Kashmir, amongst other appointments. He has also commanded 21 Corps (Strike). In 2018, General Hasnain was appointed Chancellor of Central University of Kashmir. He completed his school education at Sherwood College, Nainital. Thereafter he attended St. Stephen’s College, Delhi, where he received a B.A. (Honours) degree in History, in 1972. General Hasnain is an alumnus of the Asia Pacific Center for Security Studies (APCSS), Hawaii, USA and the Royal College of Defence Studies, London. He also studied at King’s College, University of London.
Syed Ata Hasnain was commissioned into the 4th Battalion, Garhwal Rifles, from the Indian Military Academy, Dehradun, on 16 June 1974. It is a unit raised by his father. He eventually commanded the same battalion. He participated in Operation Pawan in Sri Lanka during 1988-90, and took part in counter insurgency operations in Punjab in 1990-91. During the 1990s, the then Colonel Hasnain served with the United Nations in Mozambique, and later, war torn Rwanda. He attended the Higher Command Course at Army War College, Mhow, and thereafter served as Colonel General Staff at the HQ Victor Force at Avantipura South Kashmir, at the height of the militancy. As a Brigadier, he served in J&K as Commander, 12 Infantry Brigade, on the Line of Control, at Uri.
He later commanded 19 Infantry Division in Baramulla, Jammu and Kashmir, as a Major General, serving under the overall direction of XV Corps. As a Lieutenant General, Hasnain has been posted as General Officer Commanding (GOC), XXI Corps, in Bhopal, Madhya Pradesh. In October, 2010, it was announced that he will be returning to XV Corps in Kashmir, as the GOC of that formation. As GOC of XV Corps, he has held several meetings to redress grievances and concerns of commons citizens, and to bring the Army closer to them He conceived and operationalised the “Hearts Doctrine” which focused on people as the centre of gravity in Kashmir. His contribution towards improving the security scenario in Kashmir was the balance he brought between the employment of hard power in counter infiltration and counter terrorist operations and military soft power. Gen. Hasnain played a pivotal role in starting the Kashmir Premier League (KPL) in 2011, to build bridges between Kashmiris and Indian Army men. Throughout his tenure he applied an intellectual approach towards conflict and even guided the State Government in its approach as its Security Adviser. On 9 June 2012, Lt Gen Hasnain took office as the Military Secretary, at Army Headquarters, New Delhi. His unique and innovative approach defined as “Playing Friend Not God” has been widely appreciated as the new HR management mantra across domains in and outside the military.
On 7 Sep 2013, Lt Gen Syed Ata Hasnain was awarded his first civilian honor by the Capital Foundation Society of Delhi. He received the award from the Vice President of India, Mohammad Hamid Ansari. The award was for Military leadership of an exceptional order. On 9 Sep 2013, the General Officer spoke at the Global Town Hall organized by the US based Ali Soufan Group and Qatar International Academy for Security Studies. This event was simultaneously held at New York, Singapore, Dakkar and Belfast. Lt Gen Hasnain spoke at Singapore on the subject ‘ Applying Counter Narratives in Conflict Stabilisation : The Heart is My Weapon Doctrine in Kashmir’s Conflict Zone’.
Ever since his superannuation on 30 June 2013, General Hasnain has actively pursued intellectual activities and promoted the cause and perception of the Indian Army. He is a prolific member of Track 2 diplomacy with Pakistan bringing his vast experience of J&K to the meetings.[citation needed] He is a Visiting Fellow of the Vivekananda International Foundation, New Delhi and Senior Fellow with Delhi Policy Group, two of the most prominent think tanks of New Delhi besides being on the Governing Council of Institute of Peace and Conflict Studies.[citation needed] He writes for The Times of India , The Indian Express, The New Indian Express, The Asian Age, Brighter Kashmir and The Tribune on various strategic issues. He lectures at the National Academy of Administration, Mussoorie and National Academy of Customs, Excise and Narcotics (NACEN), Faridabad, besides the College of Air Warfare, Army War College, Mhow, Defence Services Staff College and various institutions under the All India Management Association and Centre for Land Warfare Studies (CLAWS). He has recently lectured at United Service Institution (USI) and Institute for Defence Studies and Analyses (IDSA).
Gen Hasnain introduced the Scholar Warrior concept to the Indian Army, and after superannuation has extensively promoted the necessity of incorporating military intellectualism and strategic culture in India. In this regard he is a popular speaker at corporate events.[citation needed] Among the companies that he has addressed include Deloitte, Deutsche Bank, Ashok Leyland, Larsen & Toubro (Design), Amdocs Pune, Atoc, Sanofi Pasteur, SBI, KPMG, Amit Rathi, Mindtree and Knight Frank India. His talks have been greatly appreciated because of the passion, patriotic fervor and linkages that he establishes between national security, the common citizen and the corporate world. He has spoken at nine chapters of the Young Presidents Organization (YPO) and the Chennai chapter of the Entrepreneur Organisation of India, each on a different subject. He spoke at the Regional Meeting of the Owner’s Forum in Mar 2017 and Dec 2018; a reputed international corporate club of families who own business houses. A signature event was his talk to the visiting members of YPO Coastal California, on India-US relations. Gen Hasnain’s attraction as a speaker of international repute is his long experience in turbulent zones and ability to handle touchy issues with ease. His vast knowledge of history, politics and international relations allows him to address and explain issues which would need days of individual study to understand and comprehend.
On 21 February 2020 he was appointed Member of the National Disaster Management Authority (NDMA) In that appointment, he is currently also a member of the Empowered Committee for Information & Communication set up by the Prime Minister’s Office (PMO). Hasnain was awarded the Vishisht Seva Medal, a bar to the Vishisht Seva Medal in 2003, the Sena Medal in 2005, the Ati Vishisht Seva Medal in 2009, the Uttam Yudh Seva Medal in 2012 and the Param Vishisht Seva Medal in 2013. The US-China decoupling refers to the process of reducing economic interdependence between the two countries. It is a phenomenon that has been predicted for much of the past decade and is now starting to happen. While US officials prefer to say they’re “derisking” trade with China, the term describes a more targeted approach to the same phenomenon1. The impact of a widening rift between the US and China may lead to further damage2. The economic implications of a further decoupling between the West and China could be far-reaching.

Professor David Soong is currently an associate professor in linguistics at Zunyi Medical University, teaching A General Introduction to China to international students mainly from Asian countries, and translation-related courses to Chinese foreign language learners. My academic focus is on the contrastive study of Chinese and English, aiming to reveal the similarities and dissimilarities between English and Chinese linguistically, culturally, and psychologically, and to disclose the mechanisms causative of these linguistics phenomena.

Dr. Satoru Nagao is a fellow (non-resident) at Hudson Institute, based in Tokyo, Japan. From December 2017 through November 2020, he was a visiting fellow at Hudson Institute, based in Washington, DC. Dr. Nagao’s primary research area is US-Japan-India security cooperation. He was awarded his PhD by Gakushuin University in 2011 for his thesis, “India’s Military Strategy,” the first such research thesis on this topic in Japan. Gakushuin University is a premier institution from which members of the Japanese Imperial Family have also graduated.
Dr. Nagao holds numerous other research positions, including director at the International Security Industry Council, senior research fellow at the Japan Forum for Strategic Studies

Professor (Dr.) Jitendra Nath Misra holds a Ph.D. from Jawaharlal Nehru University and is a retired Indian diplomat, serving as ambassador in Portugal and Laos, and consul general in Ho Chi Minh City. He is Professor of Diplomatic Practice at the Jindal School of International Affairs of O.P. Jindal Global University, Sonipat, India. Most recently he was a visiting professor at Jamia Millia Islamia University, and previously, a visiting professor at University of Lisbon, and University of Social Sciences and Humanities- Vietnam National University. Earlier, he was an adjunct associate professor at Georgetown University, and a lecturer at Jamia Millia Islamia University.
He is an internationally- published author. He has about 25 book chapters and 25 journal articles on the social sciences and literature in world- renowned journals in India, the U.S., Australia, Singapore, Portugal, Bangladesh, Thailand, and Vietnam, including in World Policy Journal, World Literature Today, India Review, Nação e Defesa (Nation and Defence), The Interpreter, Rajaratnam School of International Studies, Peace and Security Review, Vietnam Journal for Indian and Asian Studies, The Nation, Strategic Analysis, India Quarterly, IDSA Journal, and Indian Literature. He has been a reviewer of unpublished book manuscripts for world- renowned publishers and also published in newspapers in India, Bangladesh, Thailand and Vietnam.
He has served as an advisor to the government of Odisha state on sports, and is the vice president of Jawaharlal Nehru Hockey Tournament Society. Also, has written extensively on sports. He is the author of The Sport of Pace and Grace: A Biography of Field Hockey, Cambridge Scholars Publishing, Newcastle- Upon- Tyne (Under contract/ forthcoming).
He has delivered lectures at Foreign Service training institutions, universities, think tanks, and schools in India, the U.S., the U.K., Australia, Portugal, Vietnam, Colombia, and Laos, as well as under the Distinguished Lectures programme of Ministry of External Affairs, India.
He has a grant from Indian Council of World Affairs for a book on India- Portugal relations. As a public intellectual Professor (Dr.) Misra has been a broadcaster and anchor on television and radio and has been widely interviewed. I am Kanagavalli Suryanarayanan, an Advocate and a Polar Law Expert from India. I am the first ever Indian to study Masters (LLM) in Polar law (University of Akureyri, Iceland).I hold a Bachelor’s degree in Law (Gold medalist) with a specialization in International law, legislative drafting, and Intellectual property rights.
I have been contributing towards India- Arctic relationship, advising on Arctic policy matters and representing India’s interest in international forums and conferences. I research in the area of Arctic, Antarctic, Third pole Law & Policy, Law of Sea, Indigenous Law, decolonial comparative law and IPR
Dr. Sriparna Pathak
Dr. Sriparna Pathak is an Associate Professor and the founding Director of the Centre for Northeast Asian Studies in the Jindal School of International Affairs (JSIA) of O.P. Jindal Global University, (JGU) Haryana, India. She is also the Associate Dean for Admissions at JSIA, JGU. She teaches courses on Foreign Policy of China as well as Theories of International Relations. She has recently published a book titled ‘Drifts and Dynamics: Russia’s Ukraine War and Northeast Asia. Her previous work experience covers Universities like Gauhati University, Don Bosco University; the Ministry of External Affairs, where she worked as a Consultant for the Policy Planning and Research Division, working on China’s domestic and foreign polices; think tanks like Observer Research Foundation in New Delhi and Kolkata respectively, South Asia Democratic Forum in Brussels where she is a Research Fellow and the Centre for Armed Forces Historical Research in New Delhi where she worked as a researcher.
Awarded a Doctorate degree from the Centre for East Asian Studies,
Jawaharlal Nehru University (JNU) in 2015, Dr. Pathak is fluent in English, Mandarin and Indian languages like Hindi, Bengali and Assamese.
She has been a recipient of the joint fellowship awarded by the Ministry of Human Resources Development, India and the China Scholarship Council, Government of the People’s Republic of China, and she spent two years in China, actively researching various aspects of China’s domestic economy. Her areas of interest are China’s domestic economy, trade and economic relations between India and China and China’s foreign policy and economic linkages with the world. She is currently working on a project on China’s influence operations in India. She has been a resource person for various media organizations, colleges, Universities and think tanks within India and abroad.

Ambassador Anil Wadhwa, Indian Foreign Service joined the Indian Foreign Service in 1979 and retired in 2017. Served as: Secretary (East) in the Ministry of External Affairs (2014-2016) with charge of Australasia and the Pacific, South East Asia, the Koreas, GCC, West Asia and North Africa.

Represented India at international conferences, including as leader of senior officials level meetings of ASEAN, ASEM, BIMSTEC, East Asia Summit and Arab League; coordinated evacuation of Indian nationals from conflict zones of Iraq, Libya and Yemen; actively promoted Indian economic interests in areasof trade, investments into and out of India, and technology transfer. Served as Chairman of the Board of the World Food Programme (WFP), and Permanent Representative to the Food And Agriculture Organisation ( FAO) and International Fund for Agricultural Development (IFAD), dealing with agricultural finance, development, planning and assistance.
Currently, is partner in an LLP- India Pathfinders Strategic Advisers – which works on investments and acquisitions by foreign companies in India; is a Distinguished Fellow at the Vivekananda International Foundation; Independent Director on the Corporate Boards of Cosmo First, AGI Greenpac, Galfar Engineering and Consulting (India); is a Corporate Affairs Adviser in Jindal Steel & Power Ltd and serves on two Independent Company Advisory Boards of Larsen & Toubro – – Heavy Engineering & Buildings and Factories. He is also on the Advisory Boards of India Australia Business & Community Awards, the Newland Global Group (both based in Sydney, Australia), and has prepared India’s Australia Economic Strategy Report, which was released by the Minister for Commerce & Industry and Textiles in November 2020. Ambassador Wadhwa also speaks, writes and publishes on foreign policy, strategic issues and international trade and investment trends.

Brig. Arun Sahgal (Retd) is Senior Research Fellow at Delhi Policy Group; An Executive Director for the Forum for Strategic Initiative, and Joint Director of Net Assessment, Technology, and Simulation at the Institute of National Security Studies in New Delhi and Founding Director of the Indian Net Assessment Directorate, created to assess long-term strategy. Following a distinguished 36-year career in the Indian Army, he served as Head of the Centre for Strategic Studies and Simulation, and Deputy Director of Research at the United Service Institution of India. He has also served as a Senior Fellow at the Institute for Defence Studies and Analyses.
Brigadier Sahgal was a member of the National Task Force on Net Assessment and Simulation, under India’s National Security Council and a consultant with DRDO, and continues to support Council through consultancy assignments. To add, He recently finished a monograph on Strategic Stability in South Asia for Sandia Laboratories, USA. He conducts simulation and strategic games at IDS, the Ministry of Defense, National Defense College, College of Defense Management, and other international clients. He is member of many Track 1.5 and 2 initiatives.
Head of the Center for Strategic Studies and Simulation, United Services Institute of India, and Senior Fellow at the Institute for Defense Studies and Analyses, New Delhi. His research comprises scenario planning workshops, geopolitical and strategic assessments related to Asian security, and issues concerning nuclear doctrine and strategic stability in South Asia. Being an Author has written extensively on Indian relations with China and Central Asia, and conducted net-assessment studies on Pakistan, Myanmar, Sri Lanka, and the Asia-Pacific region. Also, His publications include co-authored books and net assessments for the IDS, Defence Research and Development Organization (DRDO), and the Indian National Security Council (NSC), among other clients

Ambassador Anil Trigunayat has been a professional Indian Diplomat for over three decades serving India’s national interests across continents from Asia to Africa to Europe and Americas including Russia and USA . Prior to his superannuation in 2016 he served as India’s Ambassador to Jordan, Libya and Malta. He has studied in Agra, Kumaon and Jawahar Lal Nehru University . He also did research work at Oxford University on “WTO and Regional Trading Blocs”. He is a regular commentator on foreign affairs and a prolific writer. Currently apart from his association with various Think Tanks, Strategy Groups and Chambers of Commerce & Industries in India and abroad, he is a Distinguished Fellow with prestigious Vivekananda International Foundation , heading their West Asia Experts Group. His key areas of interest include West Asia, Africa, and Russia and serving India’s interests in conflict zones. Recently Government has appointed him as an Independent Director on the Board of WAPCOS a mini- Ratna Government Company. He is a Peace Ambassador with Unity Earth, Australia as well as a Rotarian serving the society to the extent possible. Mr. Sato Yoichiro
Professor Yoichiro Sato holds a BA (Law) from Keio University, MA (International Studies) from University of South Carolina, and Ph.D (Political Science) from University of Hawaii, and is currently at Ritsumeikan Asia Pacific University. Previously, he has also taught at the U.S. Department of Defense’s Asia-Pacific Center for Security Studies and Auckland University (New Zealand) and has been a visiting professor at multiple institutions. His more than ten published books include The U.S.-Japan Security Alliance (co-edited with Takashi Inoguchi and G. John Ikenberry, Palgrave, 2011), Regional Institutions, Geopolitics and Economics in the Asia Pacific (co-edited with Steve Rothman and Utpal Vyas, Routledge, 2017), and Re-Rising Japan (co-edited with Hidekazu Sakai, Peter Lang, 2017). His commentaries have appeared in various global media, including Time, Newsweek, Al Jazeera, Agence Presse Francais, and Nikkei Asian Review.

Born on May 13, 1940, Gopala Swami Parthasarathy is a career Foreign Service Officer who retired from Service on May 31, 2000. Prior to his entry to the Indian Foreign Service Mr. Parthasarathy was a Commissioned Officer in the Indian Army (1963-1968), after having graduated with a B.E. Degree in Electrical Engineering from the College of Engineering, Guindy, Madras in 1962 He has served as Ambassador of India to Myanmar, 1992-95, High Commissioner of India to Australia 1995-98, High Commissioner of India to Pakistan 1998-2000 and High Commissioner of India, Cyprus 1990-92. He also served in Indian Missions abroad as Second/First Secretary, Embassy of India, Moscow (1969-1973), Deputy High Commissioner to Tanzania (1974-1976), Counsellor, (Political and Press), Embassy of India, Washington D.C., (1978- 1981); and Consul General of India, Karachi (1982-1985).
In New Delhi, Mr. Parthasarathy was Deputy Secretary in the Foreign Secretary’s Office (1976-1978). He has served as Spokesman, Ministry of External Affairs and Information Adviser and Spokesman in the Prime Minister’s Office with Prime Minister Rajiv Gandhi (1985-90). He has been a member of Indian Delegations in several international conferences including summits at United Nations, Non-Aligned Movement and SAARC.
Mr. Parthasarathy is presently Chancellor of the Central University Jammu, President of the India Habitat Centre, New Delhi and Director in the India-Sri Lanka Foundation. He is also a member of the Executive Committee of the Centre for Air Power Studies in New Delhi. He was a Member of the Government of India’s Task Force to Review National Security Structures in India. He recently headed the Special Committee on Documenting, Narrating and Exhibiting Sardar Patel’s role in the Integration of Princely States and Unification of India. He is on the Panel of Experts from India for Track 2 Dialogue with Sri Lanka.
Ambassador Parthasarathy is a Columnist, writing for a number of newspapers, magazines and Academic Journals in India and abroad on foreign policy and national security issues.
